Barney's Vision for Rio Arriba County
Rio Arriba County’s audits tell a clear story. Year after year, auditors have warned about weaknesses in financial controls, procurement oversight, and accounting procedures. Instead of being corrected, many of the same findings continue to appear, including material weaknesses in financial management and problems caused by a lack of documented procedures and succession planning in the finance department.
For more than six years, county audits have contained repeated significant findings. As County Commissioner, I will pursue a fiscal forensic audit to identify the causes and implement corrective actions so taxpayers know their money is being managed responsibly.
Accountability

Paving and repairing our roads will be a top priority, including long neglected areas such as Lyden, La Canova, Velarde, El Llano, Ranchitos, Fairview, Truchas, Dixon, Ojo Sarco, and Cordova. Too many of our county roads have been allowed to deteriorate while residents continue to pay taxes that should be maintaining the infrastructure we rely on every day. Families should not have to drive over worn out roads, damaged pavement, and unsafe conditions simply to get to work, school, or home.
I will work to develop a dedicated District One Road Improvement Plan that focuses on repairing, resurfacing, and modernizing the roads our communities depend on. That plan will prioritize the areas that have been ignored for too long and ensure that county resources are used responsibly to deliver real improvements residents can see and drive on.
Improved Infrastructure

My priority will be to develop a one-of- a-kind county owned cultural and recreation facility that brings together recreation, arts, and heritage in one place. This vision includes a large recreation center and park where families and youth can gather, stay active, and enjoy community events. The facility would also feature a Lowrider Museum celebrating a proud part of Northern New Mexico culture, along with dedicated space for local artists to display their work and share their talent.
A bandstand and event area will provide a place to celebrate New Mexico music, host cultural festivals, and bring our communities together. This project would create a destination for families and visitors while honoring the traditions, creativity, and culture that make Rio Arriba County unique.
Recreation, Lowrider, & Cultural Event Center

Expand services, activities, and events at our senior centers to keep our elders supported, active, and engaged. For too long, senior center budgets have continued to shrink while the needs of our elders grow. That approach must change. Our seniors built these communities and they deserve strong support, reliable services, and opportunities to stay connected and involved.
I will work to strengthen funding so our senior centers can provide more programs, meals, transportation assistance, wellness activities, and social events that improve quality of life. By investing in our senior centers, we can ensure our elders remain respected, supported, and an active part of our communities.
Investing in Our Seniors

Increasing stipends for volunteer firefighters will be a priority to recognize the dedication and sacrifice they make protecting our communities. These men and women respond to emergencies at all hours, often with limited resources, and they deserve fair compensation, modern equipment, and the support needed to keep our rural fire departments strong.
I will also work to ensure competitive pay, proper staffing, and the resources necessary for the Sheriff’s Office to effectively serve and protect Rio Arriba County. That includes pursuing the development of a new Sheriff’s Office facility that provides deputies with the space, equipment, and technology required to operate safely and efficiently while better serving the public.
Enhanced Public Safety

Strengthening programs like Hoy Recovery will be a priority as we address substance abuse in Rio Arriba County. Addiction has impacted too many families in our communities, and recovery programs play a critical role in helping individuals regain stability and rebuild their lives. These programs deserve strong county support so they can continue providing treatment, counseling, and recovery services for those who need a second chance.
At the same time, we must expand efforts to help individuals experiencing homelessness connect to treatment, housing resources, and supportive services. By working with local partners and community organizations, we can create stronger pathways from recovery to stable housing, employment, and long term independence so people have the opportunity to rebuild their lives and become productive members of our communities again.
Substance Abuse and Treatment


Acequias and Land Grants
Create a full time county position dedicated to assisting Acequias and Land Grants with planning and coordination to protect our water and heritage. This position will help local Acequia associations and Land Grant communities navigate planning, infrastructure improvements, and funding opportunities while ensuring these historic systems continue to serve our communities.
Acequias and Land Grants are a vital part of Northern New Mexico’s culture, agriculture, and history. By providing dedicated county support, we can help strengthen water management, preserve traditional practices, and ensure these important institutions remain protected for future generations.

Community Partnerships for Youth
The Española Moving Arts Center provides valuable opportunities for our youth through dance, film, and cultural arts. Helping secure a permanent location will be a priority so this important program can continue growing and serving young people in our community. Programs like this give youth a place to express creativity, build confidence, and stay connected to culture and the arts.
I will work with the City of Española, our school districts, the YMCA, and the Boys and Girls Club to strengthen partnerships and expand programs that give young people positive opportunities to learn, grow, and stay active. Investing in programs that support our youth helps build stronger families and stronger communities across Rio Arriba County.

Rural Libraries & Community Services
Greater investment in our rural libraries in Dixon, Ojo Sarco, and Truchas will be a priority so these important community resources can continue serving residents of all ages. Rural libraries provide much more than books. They offer access to technology, educational resources, and programs that support students, families, and lifelong learning.
The community of Dixon is unique and strong because of the many local volunteers and organizations that step up to serve others, including efforts like the local food bank and other community support services. Strengthening these spaces helps ensure rural communities remain connected, supported, and able to continue the traditions of neighbors helping neighbors. I will also work to support community spaces like the Carnelian Center in Dixon so they can continue providing education, technology access, wellness activities, and community programs.
